W&LE EMD GP38-2 #251 Photos

The W&LE purchased five EMD GP38-2 locomotives from Norfolk Southern via
auction in August 2017. WE 251 is former NS/SOU (GSF) 5099 and was put into service
by the W&LE in December of 2018.
